In terms of industrial access, CBM companies are required to have a certain investment capacity and engineering technical strength, and they should have appropriate qualifications in their exploration and development related businesses. In terms of industrial layout, it is proposed that exploration and development should be carried out at different levels and in different regions to encourage the use of coal bed methane in the near future and the recovery of residual gas. Encourage the development of fundamental theories such as coal and gas outburst mechanisms, and accelerate the development of key technology and equipment for coal-bed methane development in middle and low rank coal mines. In terms of coordinated development of resources, it is proposed to develop coalbed methane in the coal prospects as a priority.

The paper proposes to increase the number of exploration blocks to be put in, raise the minimum investment rate for exploration, implement a time-limited development system, and increase the level of resource guarantees; increase capital investment, arrange investment support in the central budget, attract social funds, expand financing channels for enterprises, and improve coal seams.
