1. Tendering conditions The tendering project Three Gorges New Energy Guangdong Yangshan Orange Tong Wind Farm (50MW) project grounding design and construction has been approved for procurement, procurement funds from self-raised, and the bidder is Sanxia New Energy Yangshan Power Generation Co., Ltd. The project has already met the conditions for bidding and the project is now undergoing an open tender.
2. Project Overview and Bidding Scope (1) Project Overview: The Three Gorges Qingyuan Yangshan Orange Tang Wind Farm Project is located in the southwest side of Yangmei Town, about 50km south of Yangshan County, Qingyuan City, Guangdong Province. The center of the wind farm is located at 112°32'9.00" east longitude and 24° 0'52.00" north latitude. The wind farm elevation is between 840m and 1110m. The site area is mainly near the north-south ridge, wind energy resources and construction installation conditions are good. The wind farm site is about 8.7km long from north to south, east-west width is about 6.7km, terrain is undulating, and the site is dominated by wild grassland and woodland. The ridges are generally wider and thinner, with the terrain conditions of the fan arrangement.
(2) Construction site: Yangshan, Guangdong.
(3) Project scale: 50MW.
(4) Plan duration: The project is scheduled to start on October 20, 2016. The construction of 25 sets of fan machines (including box change) shall be completed before February 20th, 2017; the specific construction period shall be subject to the written notice of the tenderer or the supervision agency.
(5) The scope of tender:
The scope of this tender includes, but is not limited to, the design of the entire wind farm wind turbine generator unit and box-transport grounding (including the relevant work such as site survey and soil resistivity testing for each fan and box change necessary for the design) and construction (including pre- The buried box and grounded flat steel and the purchase of all related construction materials and equipment and their accessories, the connection of the grounding electrode and the equipment), the test (including the meteorological department final inspection and other third-party testing required), the completion acceptance and the completion of the project All other work required.
It is required that the grounding device for the fan and the box-to-grounding device should be combined into a grounding system. The grounding system includes the laying of the grounding rings of the wind turbine and the transformer transformer station, the horizontal grounding body, and the vertical grounding electrode.
The project quality requirements are in line with the current national acceptance standards and acceptance standards for the electric power industry. The grounding resistance must meet the requirements of the fan manufacturers and local meteorological departments at the same time.
3. Bidder qualification requirements
3.1 The tender requires bidders must have the following conditions:
(1) Qualification conditions:
1 Has an independent legal personality and is a general taxpayer (certificate issued by the tax authority);
2 It has the professional qualification of Class C or above and mine protection engineering professional grade C and above qualification for lightning protection engineering design;
3 The construction unit should have a safe production license within the valid period;
4 It has the qualifications for the installation of electric facilities with Grade 4 and above, Grade 4 and above, and Grade 4 or above.
If it is not possible to have both qualifications for the above design and construction, the bidder may form a consortium to participate in the bid. The bidder only accepts the consortium consisting of two institutions with design qualifications and construction qualifications to participate in the bid.
(2) Performance requirements: At least 2 similar project performances in the past 3 years (provided contract documents and completion certificates issued by the owner);
(3) Credit requirements: Have a good business reputation;
(4) Financial requirements: good financial status;
3.2 The bidder cannot participate in bidding as a subcontractor of other bidders. The legal representative is two or more legal persons of the same person. The parent company and its wholly-owned subsidiary or holding company may not participate in the bid at the same time.
4. Acquisition of tender documents
4.1 The tender documents will be offered at the time from 9:00 pm on September 22, 2016 to 17:00 pm on September 30, 2016.
4.2 The bidding document is priced at RMB 1,000 and will not be refunded after sale.
