Content: 1. Bidding conditions
The bidding project for the PIS system equipment procurement project of the first phase of the Shenyang Metro Line 1 and the extension line project has already met the bidding conditions. The LED display equipment of the project is now open to bid for the preferred contractor. A qualified bidder is invited to submit a sealed bid for the goods of the project.
2. Project overview and bidding scope
2.1 Project Overview: The design starting point of Shenyang Metro Line 1 is the western end of No. 13 Street. The design end point is the eastern end of Dawn Culture Palace. There are 22 underground stations with a total length of 27.909km, all of which are underground lines. On the 13th Street, there is a command and control center and a depot.
2.2 Project Construction Location: Shenyang City
2.3 Bidding scope: All LED display equipment and required accessories, materials, tools, mounting brackets, spare parts and services. (See the bidding documents for details)
2.4 Planned delivery time: April 01, 2009 to March 30, 2010
2.5 Delivery Location: Site of Shenyang Metro Line 1 Construction Site
3. Bidder qualification requirements
3.1 The bidding requires the bidder to have:
1) The equipment manufacturer whose bidder is registered in the territory of the People's Republic of China and has the qualification of independent legal person shall pass the annual inspection of the business license;
2) The registered capital of the bidder shall not be less than RMB 2 million, and the financial statements in 2006-2008 have not suffered a loss for three consecutive years;
3) The bidder has a perfect quality assurance system and should pass the ISO9000 series (or equivalent) quality management system certification, and within the validity period;
4) Have an independent after-sales service system;
5) If the bidder is not the equipment manufacturer, it must obtain a valid authorization certificate for the goods provided by the goods manufacturer for this bid;
6) The bidder has at least one project performance of the domestic urban rail transit supply service (providing a copy of the contract agreement);
7) The bidder has no adverse market reactions and complaints caused by product quality or service.
3.2 If the joint bid is submitted, it shall meet the requirements stipulated in the bidding documents. When the consortium bids for registration, it can be registered by any one of the consortium sponsors or members.

5. Time and place of registration and purchase of bidding documents
(1) Time: From now until February 24, 2009, every day (excluding legal holidays) from 8:00 to 16:00 (Beijing time).

6. The following materials must be carried when purchasing the bidding documents:
1) The original copy of the business license and the copy of the seal;
2) The original manufacturer's special authorization certificate for this bid.
7. The bidding documents are priced at RMB 500 (including data fee) (if you need to mail plus 50 yuan), the tender will not be returned after the sale, and the information will not be returned once sold.
8. All bids should be accompanied by a bid bond of 50,000 yuan (subject, money order), and submitted to the Institute of Electronic Computing Technology, China Academy of Railway Sciences, before 9:00 Beijing time on February 28, 2009. Room 205.
9. It is scheduled to open at 20:00 in Room 205, Institute of Electronic Computing Technology, China Academy of Railway Sciences, at 10:00 Beijing time on February 28, 2009. At that time, representatives who participated in the bidding will attend the opening ceremony.
