(2017-2020) Notice (Shenfu [2017] No. 1), the city intends to implement the sixth phase of the National Motor Vehicle Air Pollutant Emission Standard (hereinafter referred to as “National VI Standardâ€) in advance for light vehicles. , is now open for comments.
The time for public consultation is March 29, 2018 to April 13, 2018.
The "Exposure Draft" states:
From July 1, 2018, the light diesel vehicles sold, registered and transferred in our city should meet the national VI standards. From January 1, 2019, the light gasoline vehicles sold, registered, and transferred in our city should meet the national VI standards.
Of particular concern is the "Draft for Comment" which mentions:
"The National VI Standard referred to in this circular refers to the sixth phase emission control requirements in the "Limits and Measurement Methods for Light-duty Vehicle Pollutants (China's Sixth Stage)" (GB18352.6-2016), in which the Type I test should comply with 6b. Limits."
This means that Shenzhen will skip State Sixa's direct implementation of the Light Car Country Sixb standard. This is five years ahead of the time set by the Ministry of Environmental Protection!
Unexpected or expected?
According to the website of the Ministry of Environmental Protection, the Ministry of Environmental Protection and the General Administration of Quality Supervision, Inspection and Quarantine jointly issued the "Limits and Measurement Methods for Light-duty Vehicle Pollutants (China's Sixth Stage)" (hereinafter referred to as "the Six Standards for Light Vehicle Countries"), setting up the State Sixa The two emission limit programs for Hexi Sixb are implemented on July 1, 2020 and July 1, 2023 respectively.

Shenzhen is planning to implement SVI ahead of schedule five years in advance. Although it is a bit shocking, careful consideration is also expected because Shenzhen has been keeping pace with vehicle emission control in recent years.

The heavy-duty diesel vehicles (not including tractors) that are imported into the country should be equipped with the DPF's national standard five and above. The action once caused great repercussions and controversy, and even led to "Shenzhen had no cars to sell at one time." The public opinion concerns caused by this incident have not yet subsided. Prior to this, Beijing has been at the forefront of advancing national standards for the emission of motor vehicles. It was also intended to promote the Beijing VI standard in advance. The dispute between Beijing VI and China VI has been harassed for two years, and it was eventually declared as Beijing VI and the Sixth National Standard. And it ends.
However, a number of industry sources revealed that Beijing is very likely to implement the National Sixth Standard in advance, and it may also be a matter of skipping the Phase 6a of State Six to directly implement Phase b.
Before this release of Shenzhen Light Truck Country Six Consultation Draft, there were reports of rumors in the industry, and some regions in China may implement the National Sixth Standard in advance. It has been reasonable to say that Shenzhen, which has always been at the forefront of emission control, has sounded the first shot of the country.
If Shenzhen implements S6 ahead of schedule, under the pressure of environmental protection, cities or regions may soon be quickly followed up, especially in the regions where Beijing, Tianjin, Hebei, and other areas are under tight haze management tasks and have already fully supplied the country's gasoline and diesel fuel.
"From Shenzhen, we can see that everyone's enthusiasm for promoting environmental upgrades is very high. This is what we are happy to see," the relevant person from the Ministry of Environmental Protection told reporters.
