2010 Semiconductor Lighting Product Application Demonstration Project Implementation Plan

In order to implement the requirements of the State Council for energy saving and emission reduction, further promote the green lighting project, promote the healthy and orderly development of the semiconductor lighting energy-saving industry, and organize the implementation of semiconductor lighting product application demonstration projects, this plan is specially formulated.

First, the scope of application This program is applicable to the use of semiconductor (hereinafter referred to as LED) reflector lights, downlights, street lights, tunnel lights, etc. for commercial buildings, roads, tunnels and other lighting facilities, new construction and renovation projects.

II. Implementation Steps (1) Organization of Defining Demonstration Projects The Provincial Development Reform (Economic, Economic and Financial Information) Department is responsible for organizing LED interior lamps (reflector, downlight) alternative demonstration projects. The provincial housing and urban-rural construction department is responsible for organizing LED street lamps and urban road tunnel lanterns as alternative demonstration projects. The provincial transportation department is responsible for organizing LED road tunnel lamp alternative demonstration projects. The National Development and Reform Commission, together with the Ministry of Housing and Urban-Rural Development and the Ministry of Transport, conducted a comprehensive review of the alternative demonstration projects submitted by various localities to determine the list of demonstration projects.

(II) Tender Selection Finalists The National Development and Reform Commission together with the Ministry of Housing and Urban-Rural Development and the Ministry of Transport in accordance with the “Technical Requirements for Semiconductor Lighting Products (2010 Edition)” (see Attachment 3) to organize tenders to determine the finalists for LED lighting product manufacturers and products. Specifications, model, agreement supply price, product quality and after-sales service.

(3) Confirm that the implementation entity of the demonstration supplier project of the agreement supply enterprise selects the supply enterprise from the list of finalists for LED lighting products, and signs the supply agreement.

(IV) Demonstration Projects The competent authorities in the areas where the demonstration projects are implemented will organize project implementation according to the overall requirements for demonstration work.

(5) Supervision and acceptance of demonstration projects Provincial authorities should strengthen the supervision and guidance of the implementation process of demonstration projects. After the completion of the demonstration project, the demonstration project implementation unit shall submit an application for project acceptance together with the supplier of the agreement, and the National Development and Reform Commission shall organize an expert group with relevant competent authorities to conduct acceptance and post-mortem follow-up testing.

(6) Summary of experience and promotion Through the follow-up testing and analysis of demonstration projects, objectively evaluate the technical maturity of LED lighting products in practical applications, discover problems, and summarize experiences. When conditions are ripe, timely promotion of larger-scale LED lighting products will be organized.

Third, the implementation of the demonstration project organization requirements (a) declare the basic requirements for demonstration projects 1. Application of LED indoor lighting products of 5000 盏 or more for new construction and renovation projects of architectural lighting facilities; application of LED street lights and tunnel lights of 500 盏 or more for new construction and renovation projects of secondary roads, branch roads or tunnel lighting facilities.

2. The proposed project has less ambient light interference.

3. The design scheme is better than or satisfies the current lighting design country related standards and “Technical Requirements for Semiconductor Lighting Products (2010 Edition)” (see Annex III).

4. The declared project was approved or filed by the local authorities.

(B) Declared demonstration projects need to submit materials 1. Demonstration project declaration forms (see Annex II).

2. Demonstration project implementation plan.

The content includes project objectives, implementation modes (such as contract energy management), implementation steps, scheduling, lighting design programs, financing arrangements, investment recovery analysis, energy-saving emission reduction effect analysis, tracking test, etc.

3. Apply for project approval or record.

4. Project application unit qualification, credit certificate.

(III) Demonstration project implementation requirements Demonstration project implementation units must select supply companies from the list of finalists for LED lighting products, and strictly follow the project implementation plan to conscientiously organize project implementation.

(D) Demonstration project acceptance requirements 1. Demonstration project acceptance document.

2. Demonstration project implementation comprehensive report, including design, technical application, construction, operation management, energy-saving effect, economic benefits, user monitoring report.

3. Reports on the application of LED lighting products issued by national electric light source testing agencies.
