It is reported that a new round of regional comprehensive pilot scheme for power system reform will be landed in the near future, and Guizhou and Yunnan are expected to become the first round of the province to be approved. Different from the trials for transmission and distribution price reforms, the integrated pilot projects in Guizhou and Yunnan were the first round in China, and covered transmission and distribution tariffs, electricity trading, electricity sale-side markets, and inter-provincial cross-regional electricity trading.

Guizhou's electricity sales side reform pilot is mainly selected in two areas, Gui'an New District and Xingyi City. Different from the trials for the reform of transmission and distribution prices, the comprehensive reform includes four pilots for transmission and distribution tariffs, electricity trading, electricity sales, and inter-provincial and regional electricity trading.

At present, there are seven pilots for the reform of transmission and distribution prices in the country, but there is no precedent for the long-awaited comprehensive pilot project. Power surpluses in Yunnan and Guizhou need to be sent out and there is a strong willingness to comprehensive reforms. Considered from the national level, the cloud and precious power supply structure is rich, and trials such as bidding for the Internet, power trading, and cross-regional allocation are more experimental, and the resistance to reform is relatively small.

At the end of July this year, Guizhou Province promulgated the "Work Plan for Further Deepening the Reform of the Electric Power System" (hereinafter referred to as the "Work Programme"), and became the first provincial-level implementation of the power system reform rules since the publication of the Electric Power Reform Document No.9. The plan proposes to separately verify the transmission and distribution tariffs, step-by-step implementation of non-public benefit sales prices formed by the market, properly deal with electricity price cross-subsidies, steadily promote the reform of the power sales side, orderly release the sale of electricity business to social capital.

As early as mid-July, the Guizhou Provincial Development and Reform Commission once convened the heads of relevant units to discuss the comprehensive pilot scheme for the reform of Guizhou's electric power system, the pilot program for electricity side reform in the Gui’an New District, the pilot program for the reform of the electric power system in the Xingyi District, and the Guizhou Electric Power Trading Center. Four options such as the reform plan (draft).

Releasing the power-selling side is the core of this round of power reform. This is also a matter of capital concern. At present, local power sales companies are intensively established. Guizhou has established six power sales companies, including local state-owned assets, local private capital, and foreign capital. In the comprehensive reform pilots, the conditions for the trials on the side of power sale are the most adequate, and they are directly beneficial to regional power generation and sales companies.

The comprehensive reform pilot program in Guizhou is also very positive for the entire country. Because Guizhou has both intra-provincial and intra-provincial trading issues, the Guizhou pilot plays a positive role in promoting the nation’s power system reform as soon as possible.
